Young Caymanian Professional Heads New Government Department
2008-02-11 05:07:52 (GMT) (Caymanmama.com - Cayman Islands News)Mr. Ronnie Dunn, a young and talented Caymanian CPA, was recently appointed Director to head and direct the Budgets and Management Unit (BMU) within the Portfolio of Finance and economics of the Cayman Islands government.
The objective of the BMU is to manage the government’s budget process generally and to assist government departments and agencies to eliminate the existing backlog of annual budget statements. The challenge of meeting this objective is expected to increase with the growth in government services by a corresponding increase in the unit’s workload. However, Mr. Dunn has the able assistance of a team of professional budget analysts and expects the team to make a significant contribution to the overall work production of the unit.
Before being appointed Director, Mr. Dunn was Senior Chief Financial Officer in the Portfolio and previously Chief Financial Officer, his first position with the government. He graduated from ICCI 1997 with a bachelor’s degree in Business Administration with accounting concentration and became a Certified Public Accountant in 2000. He was managing Director of CI Precast a manufacturer of precast concrete houses, utility and decorative concrete items.
Mr. Dunn, popularly known as Ronnie, gave community service by voluntarily serving with the Royal Cayman Islands Special Constabulary between 1998 and 2005. While in the service he was one of the first volunteers to be promoted to Sergeant. He explains his choice of working with the government rather than in the lucrative private enterprise market as his way of making a greater contribution to his country and future generations.
In Ronnie’s eyes, the BMU provides a unique opportunity to sit at the nerve center of Government operations. He sees the unit as not only playing a critical role in the planning of Government finances, but also the subsequent execution of those plans. He finds the responsibilities interesting and rewarding and expects it to be made even more intense by the changes generated with the Government’s transition to full accrual accounting, the impending Public Service Management law, and the Freedom of Information Law.
The Director holds his team of analysts in high regard and finds pleasure working with them. He considers team members dedicated, talented and hardworking professionals who make personal sacrifices to meet deadlines. Their current project – the detailed phase of the 2008/9 budgets, is in the process of completion. He is confident that the end result will be a balanced budget with a net surplus. It is his aim to help in building a year-end cash surplus to be a reserve, which would enable the government to function for a period without revenue inflows. Credibility is ascribed to those lofty ideals given his own personal dedication and track record. The BMU is indeed in a productive mode.
